Welcome back to classes for Fall 2022! Despite dodging monsoon showers as they moved in last week, students are back on campus and by all accounts are eager to dive into classes. On Friday afternoon we met 600 of our entering freshmen and transfer students
in the main ballroom of the Student Union, probably the only time we'll ever have that many of one cohort together at once. They were excited, attentive, likely a bit anxious, but ready to go. And, all signs point to as normal a start to a new academic
year as we've seen since August 2019.

As we start the semester, I do have some important information to share with you regarding a change in the way that CALS will be allocating course TAs going forward. You may recall that last spring I appointed a Working Group to evaluate the allocation of
our college-wide resources that support teaching. The Working Group delivered its report in early May and the Dean's Executive Council has decided to adopt many of the report's key recommendations.

Here is the essence of the new process. CALS is allocating $1.3 million of college funds (Common Cost funds) to support our undergraduate teaching efforts across the college. All academic units will see a change in the amount of support received, relative
to last year. Importantly, we will extend this Common Cost-funded teaching assistance to a much broader range of instructional faculty members across the college. We believe this will go a long way toward addressing the concerns we heard from many faculty
last year regarding inadequate and inconsistent support of undergraduate instruction.

Here is how the new system will work:

Funds to support UG teaching will be distributed across academic units based on total undergraduate Student Credit Hours (SCH) generated by each unit the prior year.
The calculation will incorporate all UG SCH delivered across all delivery channels. Two key changes here: 1) teaching and TA support is no longer tied just to General Education and "Service" course enrollments. All courses contribute to and are eligible
to receive teaching support; 2) the new program brings online courses into eligibility for teaching support for the first time.

Funds need not be allocated only in discreet 1/4 time TA slots. Units are free to use and assign TAs when it makes sense, but we encourage flexibility in the form in which teaching assistance is delivered (e.g., to provide faculty with graders and other
non-TA forms of instructional support)

Each unit is allowed to adopt its own rules for allocating these "teaching assistance" funds, subject to the caveat that the Common Cost funding be fully allocated for teaching support each year and not diverted to some other purpose within the unit. These
funds are explicitly for the support of instructional faculty.

Whatever the allocation criteria used by an academic unit, the parameters must be clearly communicated to all faculty as a statement of departmental policy to ensure transparency and consistent treatment of each faculty member.

Your respective unit heads will have more information about how the program will roll out within your unit. I encourage you to ask them. We've also encouraged academic units to
supplement this $1.3 million of Common Cost funding with their own unit-level funds when they identify appropriate needs and unit funds are available.

I recognize that it may take more than one semester for each academic unit to work out the optimal way to allocate these funds. But, if we move forward together with transparency and consistent treatment as our guiding principles, I'm convinced that this
new system will positively impact a larger proportion of both our faculty and our students. I'll be interested to hear your feedback as we gain experience.

Good luck and best wishes for the start of your classes!
