Dear Researchers, DHD, ADRs, and Deans:

In conjunction with new University of Arizona guidance on masking and distancing<https://click.comms.arizona.edu/?qs=12998b24d2ea56f0c68b5231df578884316b8332d1e97a663c17874cd76098ea7c7a13278c21147a335f525982e62ca8a572989d96b9d23b> and previous information on beginning the transition to return to campus<https://click.comms.arizona.edu/?qs=12998b24d2ea56f0f5d630b25de0c0de415f397a23f2c1f96c59a57d4f08a5d9b819903f9fb3f5d90c984d8ebebc3befedd7736a27418611>, we will enter Research Re-Start Phase 5<https://click.comms.arizona.edu/?qs=12998b24d2ea56f01250582dbf6cd4db74455c247559ba938d924808f90c6d74d7334ad096c845aada5e2fc48bbc2bf9625a2389731a0715> the week of May 24, 2021.

Phase 5 does not require a checklist or approval to restart research activities. RII will work with the Provost’s Office and Financial Services Office to update travel policies on research travel.

A move to Phase 5 does not mean a complete return to pre-pandemic working conditions, and University return-to-campus protocols<https://click.comms.arizona.edu/?qs=12998b24d2ea56f01822779dc02e4b18ff7f0eb16d7126f90e77c17e684019ddaa5706b69f8fa31b09c234dc5ed267058206bd7c2b0082cc> remain in place. In most research settings, the guidance for fully vaccinated and non-vaccinated individuals applies:

Fully Vaccinated Individuals

Participate in indoor or outdoor activities without a mask or distancing, except:

  *
Classrooms, group instructional settings, libraries
  * Any University operated or affiliated building where patients are seen, including Campus Health and Banner University Medical Center
  * Other areas listed in the communication<https://click.comms.arizona.edu/?qs=12998b24d2ea56f0a26e1db849e95cf03d7c8563d3e45d0ba012bf12e7843b4e2ad9d58fa3465d1f5df0579e94b1ddc8bd24472ee58e7c9b>

Non-Vaccinated Individuals

  * Face coverings are required in all indoor settings, except when you are alone in a single occupancy office.
  * Face coverings are required outdoors when continuous physical distancing of at least 6 feet is difficult or impossible to maintain.

We have come a long way since we began developing the Research Re-Start Plan over a year ago. As the numbers below show, your work and persistence made the research enterprise thrive in the face of crisis throughout that time:

  *
Mitigation Plans and Essential Research Waivers (March-May 2020): 1,199 submitted/approved
  *   Phase 3 Checklists (June 2020-April 2021): 1,183 approved checklists
  *   Phase 4 Checklists (April-May 2021): 159 approved checklists

Thank you for your diligence in adhering to safety guidelines and for your work to keep research running at the University of Arizona! I am grateful to all of you.

Warm regards,

Elizabeth “Betsy” Cantwell, PhD, MBA
Senior Vice President of Research and Innovation
