[Faculty] Moving to Phase 3 Research

Dear CALS Faculty:
Today the University is moving to Phase 3 of the Research Restart Plan<https://research.arizona.edu/covid19/research-restart>. The Restart Plan website includes guidance and best practices for conducting research safely and links to overarching University of Arizona guidance on campus re-entry. This information will be updated as needed, so please check the site regularly. This website also includes a link to the online restart checklist (below).
Moving to Phase 3 research activity level (of six total phases) will allow those presently conducting research under an essential research waiver to expand some activities, and those who have temporarily closed their labs to consider restarting some activities.
All researchers, even those with an approved essential research waiver, must complete the restart checklist<https://uarizona.co1.qualtrics.com/jfe/form/SV_6tllvi9oetMtknb>, which must be approved before work can proceed. While approved essential research waivers don’t expire, the research restart process goes beyond the critical work that was defined as essential under the waivers. Should the local or regional COVID19 situation worsen, it’s possible that we will revert to our present Phase I activities, in which case we will be once again operate under the existing research waivers.
Restarting your activities does not mean a return to business before the pandemic. Work under existing approved waivers can continue to operate as they have been, but a checklist must be completed and approved before expanded work can take place. Work must still be prioritized to maintain the health and safety of the University of Arizona community. Travel restrictions remain in place; requests for travel waivers will continue to be handled outside of this research approval process.
The Qualtrics online restart checklist is available here: https://uarizona.co1.qualtrics.com/jfe/form/SV_6tllvi9oetMtknb. The checklist must be completed online, for your reference a pdf copy is attached to this email. Please ensure that all of laboratory workers receive a copy of this pdf. It’s crucial the all laboratory workers are engaged in working through the checklist.
ALVSCE will use following process to review and approve submitted checklists:
1) Faculty/Laboratory Supervisors work through the online checklist, conferring with their lab members, Unit Head, and other faculty and staff as necessary to discuss issues and to integrate with unit level operating procedures that may vary from unit to unit.
2) Faculty/Laboratory Supervisors submit completed checklist for college-level approval.
3) Unit Heads signify approval to me by email, at which time college-level approval will be granted.
4) RII will validate and complete the process; notification will be sent to the submitter that work can proceed. A copy of the notification will be sent to Unit Heads.
The checklist is fairly extensive and it's likely that numerous questions will arise. A CALS Phase 3 Re Entry Working Group has been assembled to assist with the checklist process and address issues/questions as they arise. They are in the process of addressing several questions related to the checklist.
I am scheduling Town Halls on Tuesday, June 2, and Thursday June 4 from noon- 1pm to discuss the checklist process. I will send information about these Town Halls in a separate email.
I hope that once questions are addressed we can move through this approval phase fairly quickly. My goal is to enable you to complete this process by Friday June 12.
