The DoD SBIR 16.2 & STTR 16.B Solicitations are Open for Proposal Submission on May 23, 2016

You may now submit your Phase I and Direct to Phase II proposals for the SBIR 16.2 and STTR 16.B open solicitations through the DoD SBIR/STTR proposal submission website at https://sbir.defensebusiness.org<http://defensebusiness.us10.list-manage2.com/track/click?u=7a109ef0d9fe00cf216a417db&id=7fe6553b8b&e=3bcd406259>. All proposals for this solicitation must be received by 6:00 a.m. ET on Wednesday, June 22, 2016.

Important Dates:

  1.  May 23, 2016: SBIR 16.2 and STTR 16.B opens
  2.  June 8, 2016: SITIS closes to new questions
  3.  June 22, 2016: SBIR 16.2 and STTR 16.B closes at 6:00 a.m. ET
Proposal Submission
Proposals must be submitted via the DoD SBIR/STTR Submission website at https://sbir.defensebusiness.org<http://defensebusiness.us10.list-manage.com/track/click?u=7a109ef0d9fe00cf216a417db&id=88e60187b3&e=3bcd406259> following the instructions contained in the solicitation, including the instructions specified in the topic files for the DoD Component to which you are applying. Submissions must include Volume 1: Proposal Cover Sheet, Volume 2: Technical Volume, Volume 3: Cost Volume, and Volume 4: Company Commercialization Report to be considered a complete proposal. Small businesses may modify their proposals at any time until the solicitation closing on June 22, 2016 at 6:00 a.m. ET through the submission website. The website is best viewed in all modern, secure browsers such as Firefox, Safari, Chrome, and IE10+. If your firm has any Phase II awards, any resulting commercialization must be reported and up to date.

Please plan ahead when creating a proposal and submit early in order to avoid any unforeseen complications.

SITIS Q&A
During open solicitation, no further direct contact between proposers and topic authors is allowed. However, proposers are encouraged to review relevant information and submit written questions through SITIS Q&A at https://sbir.defensebusiness.org/topics<http://defensebusiness.us10.list-manage.com/track/click?u=7a109ef0d9fe00cf216a417db&id=514ea5af88&e=3bcd406259>. In SITIS, the questioner and respondent remain anonymous, and all questions and answers are posted electronically for general viewing. Questions are limited to technical information related to improving the understanding of a particular topic’s requirements. Any other questions, such as those asking for advice or guidance on solution approach, will not receive a response.

The SITIS Q&A service for this solicitation opened on April 22, 2016 and closes to new questions on June 8, 2016. Proposing firms are advised to monitor SITIS during the solicitation period for questions and answers.

Commercialization Reporting
In order to properly evaluate your firm’s commercialization efforts, as well as to reliably measure the performance and impact of the SBIR and STTR Programs, you must review and ensure that your Company Commercialization data is complete, current, and accurate. The Company Commercialization Report must list every prior SBIR and STTR Phase II award received from any federal agency, regardless of whether the Phase II has commercialized to date. Phase III sales and investment figures, as well as manufacturing-related R&D and other commercialization information, must be updated within the last 12 months for all Phase II awards. General Questions about a DoD Component
General questions pertaining to a particular DoD Component should be submitted in accordance with the instructions given at the beginning of that Component's topics, in Section 12.0 of this solicitation.
