Dear Dr. Stewart,
I am the Executive Director of the SRI Foundation, located in Rio Rancho, New Mexico. We were informed by the Office of the Secretary of the Defense about the following project involving researching and developing Department of Defense (DoD)-wide tribal consultation protocols. This project is open to only Cooperative Ecosystems Studies Units:

As host of the Desert Southwest CESU, will you be pursuing this project? The reason I am asking is that my organization has worked with several military installations to develop installation-specific tribal consultation protocols, and have conducted extensive national research on federal and state tribal consultation policies and protocols, and co-developed a national best practice study on effective tribal consultation for the National Cooperative Highway Research Program. We would like to see if you are interested in having us on your team for this project (if you are planning to pursue this project). We are interested in pursuing this project along with one of our partner organizations, Algonquin Consultants, a Native American owned firm in Oklahoma, who works extensively with Tribes in the context of compliance with historic preservation and natural resource laws and regulations.
We are not sure if we can even be on a team pursuing this DoD project since we are not a listed Partner with a CESU, but if it is possible be on a team with a CESU, we would like to discuss this further with you.
