The Biden administration announced this week that it will end the COVID-19 national and public health emergencies on May 11. This means federal agencies-including the Department of Education (ED)-will be phasing out a number of flexibilities put in place nearly three years ago, such as the pause on student loan repayments. According to the White House's guidance<https://elink.clickdimensions.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-rT3EOpvhyNXfhS6VqFw>, the administration will implement a final extension of the emergency declarations, and then formally end those declarations on May 11.
>From APLU: On Wednesday, the Department of Education released the 2021 annual performance report for the Higher Education Emergency Relief Fund (HEERF). The report focuses on how the funds helped to keep students enrolled, keep tuition costs down, helped faculty and staff stay employed, and slowed the spread of the COVID-19 pandemic. (ED Press Release<https://www.ed.gov/news/press-releases/department-education-releases-new-data-showing-american-rescue-plan-and-other-pandemic-relief-funds-kept-millions-college-students-enrolled-school> | 2021 Report<https://www2.ed.gov/about/offices/list/ope/heerf-2021-annual-performance-report.pdf?utm_content=&utm_medium=email&utm_name=&utm_source=govdelivery&utm_term=> | State by State Fact Sheet on Emergency Grants<https://www2.ed.gov/about/offices/list/ope/heerf-2021-state-by-state.pdf>)
Key findings in the HEERF 2021 Annual Performance Report data include:
* In 2021, institutions distributed $19.5 billion in Emergency Financial Aid Grants to 12.7 million students, including 80 percent of Pell Grant recipients;
* Approximately 9 in 10 IHEs reported that HEERF enabled them to keep students who were at risk of dropping out enrolled by providing financial support;
* Roughly 3 out of 4 institutions indicated that HEERF enabled them to keep student net prices similar to pre-pandemic levels;
* More than 2 in 3 IHEs indicated that HEERF allowed them to keep faculty, staff, employees, and contractors at full salary levels; and
* Nearly 3 in 4 IHEs stated that HEERF enabled them to purchase COVID tests, provide health screenings, and provide the healthcare necessary to help support students, faculty, and staff.
