Citing internal polling about who is willing to receive a vaccine, Cara Christ, the state health director, said Arizona might never reach herd immunity through vaccination, though she remains optimistic. Christ said that based on internal polling, she expects 63 percent of Arizonans to get a vaccine, (though she later said 65 to 70 percent is attainable at the highest level). Herd immunity is reached when 75 to 80 percent of the population is vaccinated. Roughly 11 percent of the population has received at least a first dose so far and Christ said she expects that number to increase to 20 percent in four weeks and 30 percent in eight weeks. She also said the Johnson & Johnson single dose vaccine is expected to have FDA hearings at the end of the month and once that is approved it will be "a game changer" since it only requires one shot instead of two, several weeks apart. She estimated that Arizona would reach Phase 3 in the summer, which means, "Anyone who wants a vaccine can get one." Still, with Arizona's large anti-vaccination population, not reaching herd immunity can be problematic, especially with new Covid variants spreading more rapidly than Covid-19. Christ also said she expects to add zip codes, percent utilization by jurisdiction and vaccination rates to the vaccine dashboard shortly, but could not provide a timeline as to when. She said the zip codes were not included in the dashboard that launched this week because they work with a "very clunky database" that can cause a lot of problems when updating.
