[CED/CD/EAT] updated CES transition plan

Please find attached a revised version of the CES transition plan - 11 May 2020.

This version is the product of numerous edits that have been suggested in the past few days.  Most of the recent edits have been added from reference to the CDC guidelines.  I appreciate your input and attention to this.

We will review and discuss tomorrow in our meeting at 11 a.m.
