Dear HR Alliance Colleagues,
As the coronavirus (COVID-19) continues to impact the global economy, the University is evaluating the financial impact to its operations and requests your help with this effort.
From now until June 30, 2020, the Division of Human Resources, the Office of the Provost, and the Office of Research Innovation & Impact (RII), ask that all departments adhere to the following practices for all faculty and staff hiring.
Temporary Changes (in effect now through June 30) that may be subject to a waiver process as described below (see FAQ):

  *   New requisitions (job postings) will not be accepted or published on the University’s applicant portal, Talent.
  *   For searches currently underway, scheduled interviews with finalists should be cancelled or suspended until further notice.
  *   Offers of employment, either verbal or written, may not be extended.
  *   New hire, rehire, and select job change transactions will not be approved or processed.
All hiring committees with active job requisitions should begin communicating immediately with applicants about the impact of these temporary changes to their recruitment processes. Please note that the timeline for these temporary hiring practices may be extended. Frequently Asked Questions

Will there be any exceptions made?
Yes. All exception requests, including those for fully-funded grant positions, must go through the waiver process. College deans and division vice presidents must submit completed Recruitment & Hiring Waiver forms<https://arizona.us9.list-manage.com/track/click?u=0aeb616343625dbd0d696bf1f&id=ed36395624&e=7d9018bc5a> to their respective senior vice president (SVP). All waiver requests will be reviewed by the President and his Executive Team. Upon final approval from the President, waiver requests will be submitted to the Division of Human Resources to move forward.
Please note: Colleges, divisions, RII innovation units and RII centers/institutes must submit a waiver form for positions that are not grant-funded to the Office of the Provost. For positions that are grant-funded, contract-funded, or TRIF-funded, a waiver form must be submitted to the Senior Vice President for Research and Innovation.
What if I already submitted my requisition for Division of Human Resources review?
All requisitions in queue to be approved by the Division of Human Resources will be placed on hold until June 30, 2020, unless a waiver is granted.
What happens to my active requisition that is collecting applicants?
Active requisitions will continue to be available on the University’s applicant portal; however, review of candidates should be postponed until June 30, 2020.
Should I close my active requisition?
You may continue to leave the requisition open to the public or can place your requisition in an “on hold” status. The “on hold” status removes the requisition from the public’s view but allows the requisition to be reopened later. If you close your requisition, it will need to be re-submitted at a later date and will be subject to the normal approval process.
What should I do if a candidate has a scheduled on-campus interview?
At this time, unless a waiver is approved, departments should cancel any existing interviews and/or travel plans related to the recruitment of candidates. Any approved interviews should be conducted either telephonically or virtually.
What if I already extended a verbal or written offer and have a new hire or internal hire scheduled to start before June 30?
If you have already extended an offer letter to a candidate, the individual may start as scheduled and begin job duties remotely until further notice.
What communications are applicants receiving?
In addition to what departments and hiring units are communicating, the Division of Human Resources will be posting updates on talent.arizona.edu and on the Talent welcome page with information about the temporary changes in hiring. If you need help crafting applicant pool messages, please reach out to your assigned Recruitment Team member.
Are job changes also affected?
All job changes related to internal transfers within a department, external transfers to a new department, compensation increases, and promotions within the same position (incumbent review) are also subject to this temporary change in our recruitment and hiring practices.
