Deans, ADRs, and Department Heads,

UArizona is experiencing increasing challenges to the health and safety of our students, faculty and staff due to the current rise in COVID-19 cases and the impact on availability of our medical facilities and intensive care beds to treat those affected.  It is possible that the Governor's recent measures will help ramp down caseloads, but RII recommends doing the thinking/pre-planning NOW in anticipation of the possibility of moving the university back to Phase 2 research operations in the near term.  Phase 2 will NOT entail shutdown and critical research waivers but WILL entail plans that reduce the risk of virus transmission even more than your current checklist entails.  Examples could include 1) no two people in any location at the same time, even with physical distancing, regardless of the size of the space;  2) greatly enhanced disinfection procedures;  and 3) strict and enforceable mask or face cover requirements
