[CED/CD/EAT] FW: Commitment Transfer Process Guide in All Funds Planning process

Effective March 2, the Provost and Research Innovation & Impact (RII) will transfer current institutional commitments to CALS and CES.  The funds will then be transferred to the appropriate ALVSCE unit.  Institutional commitments include things like faculty startup money, spousal hire support, SPFI faculty hiring support, etc.

This is a change from the past where units had to claim funds annually from the Provost or RII.  These funding transfers will be recorded in the new budget system.  Business officers are receiving training for this new system.  These amounts will increase your unit's ending balance and must be explained in the spending plan in the budget system.

We are sharing additional information related to the commitment transfer process guide for Office of the Provost and Office of Research, Innovation, and Impact. The Office of Budget and Planning provided guidance to campus via the Module Resources<https://planning.budget.arizona.edu/trainingresources/module-resources> > Commitment Transfer Process Guide (see attached).

Below is RII and Office of the Provost's process:

Office of Research, Innovation, and Impact (RII)
RII will process FY20 commitment transfers in the Operating Budget module for commitments approved by RII leadership by March 2, 2020. Transfers will be done at the organization/department level. The funds for FY20 fulfilled commitments should be reflected in the departmental accounts. Commitments for FY21, FY22, and FY23 will be included in the Operating Budget module as transfers done to the administrative department in the college/division.

Office of the Provost
The Office of the Provost will process commitment transfers in the Operating Budget module for FY20 approved unfulfilled commitments and commitments for FY21, FY22, and FY23 by March 2, 2020. Transfers will be done to the administrative department in the college/division. The funds for FY20 fulfilled commitments should already be reflected in the departmental accounts.
