The governor didn't go as far as health care professionals have urged — including their proposals for a halt to indoor dining, 10 p.m. curfews and prohibiting gatherings of more than 25, among other measures — but he did add teeth to enforcement measures.

The governor issued a new executive order to enhance enforcement of large gatherings, and he also said the state would now shut down businesses who had two substantiated complaints of not following COVID-19 guidelines.

He also loosened the rules for outdoor dining, allowing restaurants to more easily expand their outdoor areas, and said teachers would be among the first people in the state to receive the COVID-19 vaccine.
