Dear Colleagues,
We are sharing the anticipated FY21 budget allocations<https://click.comms.arizona.edu/?qs=3faf7c3f2e472967e19acc4329d96c44e563b13804d89ed9b9b2988fac412148a04bb8ae98350d5e2c4fac23083a2e108f06ab58dcb3eee9>, which President Robbins and the two of us have developed together. This document represents nearly a year of incredible work by hundreds of members of our community – from each and every unit across the University. To all those who added their insights, expertise, and ideas: Thank you.
You may recall that beginning last fall, before we had heard of COVID-19, we already were planning for minor budget reductions in FY21 based on our projections related to reductions in net tuition revenue. Then the pandemic hit and upended our world.
We understand and acknowledge that the financial impact of COVID-19 to all our University colleges and support units is significant – with each possessing a unique set of circumstances to navigate, the details of which cannot be adequately captured on a spreadsheet. We are grateful for your continued, inclusive leadership and are very proud of how, together, this team quickly adjusted our models and prepared our community to be agile and resourceful.
Along with our core values, the following guiding principles informed the process:
1. Do no irreparable harm.
2. Allow colleges and support units time to plan for possibly needed structural changes to position for the years to come.
3. Consider fund balances.
4. Support highly ranked programs and colleges.
Due to the unusual circumstances of the pandemic, we also agreed to use, for the first time, projected activity for the coming year to build the budget. This much-requested shift to current-year budgeting will help ensure we remain agile, with consideration for the support for units that must adapt quickly to our greatly altered circumstances, despite the very large swings we are seeing in revenue. With this in mind, we will review the budget in October and in March after census data is available and will reconcile to actuals and true up at least once during FY21. In the event revenue exceeds current projections, we potentially could decrease the length of the proposed Furlough and Furlough-Based Salary Programs.
The existing fund balances and proposed furlough savings are one-time options that provide a bridge to the more systemic changes that will need to be made as we develop a better understanding of the longer term impacts of COVID-19 on our business model.
As such, the Financial Sustainability Emergency Response Taskforce<https://click.comms.arizona.edu/?qs=3faf7c3f2e4729678fc762c8c30b73092258329075bfbb7436503554865f08f33c155c828ef7172862e95b5d5b140d65b8c2e6e1a6cc7ec1> continues to work on mitigation strategies such as Smart Design<https://click.comms.arizona.edu/?qs=3faf7c3f2e4729676ccf03048679786b6bcd1cc2c361cef941e8b421aea8604d9a9d15d6d5948a0fd28eebae61949e2339cf3d8f2ed0d16f> that will help us maintain an optimal, efficient design for performing support functions on behalf of the institution as needs and opportunities change. The Operational Efficiencies Workgroup will hold educational forums in August to gather more information and your ideas to support this process.
While the weekend might not be the most ideal time for a message such as this, we felt it important to get the information to you as quickly as we could. We look forward to working with each of you to ensure that we emerge strongly from this most difficult period.
