[CED/CD/EAT] returning volunteer file completion -- REPLACES email of Feb 4.

Folks,

On Monday, February 4, I responded to several concerns about file maintenance by sending out an email saying that the state office was not requiring complete files for returning leaders, but that we require that files be complete going forward.

Several staff members have noted that this solution has the unintended but very real consequence of creating a caste system whereby returning volunteers may be exempted from criteria required of new volunteers.

Therefore, with regret for my error and in coordination with Dr. Elliott-Engel, I retract my statement.  All volunteer personnel files must document that the volunteer has met all requirements now listed in the screening process.
