Subject: Non-competitive hires

Due to increased scrutiny from the federal HR audit that is ongoing, the Provost's Office is taking a more cautious approach to approving non-competitive hiring requests.  CALS has submitted multiple non-competitive requests lately, all legitimate based on policy; however, more is not good.  I don't have specific guidance, just a general notice that the bar for non-competitive requests is getting higher.
