Hi Kirk,
I was able to chat with John Murphy.
For existing drivers with an Arizona license, if not already registered in our driver database, they should do so. There is no cost, and my office then includes them in our automatic MVR review process with State Risk Management.
The registration link is at: http://risk.arizona.edu/fleet-safety.
For new DCCs - if they are ONLY driving, and not performing any other security sensitive functions, AND have an Arizona license, there is NO COST for their MVR. They should register in our database, as indicted above once they get their UA NetID.
For non-registered existing drivers or new DCCs that have an out-of-state license - there is a cost to run the out-of-state MVR report. If they are driving only, I believe it's $51, and this is a one-time cost. By the way, Arizona law requires those who live here to get an Arizona license unless them qualify for one of the exceptions, such as being active military, or a spouse/dependent of active military.
I hope this clarifies things, and calms the storm somewhat....

No, this is free. BUT, I need to check with Murphy about my answer. It may be necessary to conduct an initial screen if it's never been done.
