I would cut out all of the dead wood and also other shoots leaving 3-6 of 
the newer shoots with no pruning of these shoots.    Pomegranates do not 
need much water but I would irrigate regularly and also apply a fruit & nut 
fertilizer (lightly) until normal growth and production is restored.
