The Census Date Late Charge has been in existence for many years and was originally initiated to offset state subsidy payments the University failed to receive for unpaid student registrations.
The policy states: Any student who increases units beginning the 22nd academic calendar day or any day thereafter - including a student who has already paid full-time fees - will be charged $250. (http://catalog.arizona.edu/policy/census-date-late-charges)
State funding and reporting timelines have changed over recent years and it has been determined that this fee is no longer necessary. All other fees related to late payment of tuition are still in effect.
