RE:                  Moratorium on Undergraduate Certificates

Effective Wednesday, December 7, 2016, the last day of classes for the Fall Semester, there will be a moratorium on proposals for new Undergraduate Certificates.  No new proposals will be accepted by Curricular Affairs after the 7th during this suspension.  All proposals currently awaiting review and all proposals submitted to Curricular Affairs through the 7th will be reviewed.

The Undergraduate Council unanimously voted at their November 8,2016 meeting to suspend acceptance of new undergraduate certificate proposals for an unspecified time. This moratorium is necessary for the following reasons:

*         The function/purpose of certificate programs in the University's Academic Strategic Plan is unclear to the Undergraduate Council and the University-wide General Education Committee (UWGEC).

*         The current definition of undergraduate certificate programs<http://catalog.arizona.edu/policy/undergraduate-certificates-guidelines-and-approval-process> is quite broad and subject to a variety of interpretations.

*         Dozens of undergraduate certificate proposals have been submitted in the past two years-some of which appear to be well-defined and justified based on market research, while others are not.

*         There is confusion about certificates that duplicate portions of established majors or minors, that do not offer students a unique professional credential, and/or that consist of only 9 units (3 courses).

*         The role that College Academic Administrators Council (CAAC) plays in the review process is ambiguous.

*         Current procedures don't include a productivity review process for certificates.

Senior Vice Provost for Academic Affairs Gail Burd will convene a Certificate Taskforce to address these concerns. The taskforce will be comprised of representatives from the committees/ councils that have raised questions, as well as members from Graduate Council, the Graduate College and Curricular Affairs.  The charge of the taskforce will be to reexamine and make recommendations to the Undergraduate Council on all aspects of certificates:  definition, purpose/ function, guidelines, approval process, and a productivity review after a given number of years.  The taskforce will also review the productivity and purpose of graduate certificates.

The length of the moratorium is uncertain, as it will depend on the work of the taskforce.  Departments/colleges currently developing undergraduate certificates are urged to submit proposals to Curricular Affairs by December 7th, at the latest.
