Dear Angela,
International students need to have a TOEFL score in the system (UAccess) and complete ENGL 107&108 in order for the FL proficiency to be met. If they do not have that English sequence they do need to demonstrate proficiency in a FL via a test or by taking the 2nd semester level.
The TOEFL score can be found in the same UAccess thread the english and math placement scores are on. If the student has both the test and completion of the Engl 107&108 sequence let Kristen or myself know and we will address the foundation requirement on the advisement report.
Keep us posted if we an further assist.

If they want to satisfy the requirement they must take a proficiency exam (or the CLEP if it is offered in their particular language). The biggest reason there is a placement test and a proficiency test is that students take the placement test on their own, which is not proctored. The proficiency exam is given on campus and is proctored, which is why that can be used to satisfy the requirement.
