Following the passage of the Smith-Lever Act, the Legislature of the State of Arizona in 1915 authorized the Board of Regents of the University of Arizona, the Land Grant University in Arizona, to "organize and conduct agricultural Extension work which shall be carried on in connection with the College of Agriculture of the University of Arizona in accordance with the terms and conditions expressed in the Act of Congress aforesaid".

The College of Agriculture of course was the original name of what we now refer to as the College of Agriculture and Life Sciences or CALS. It is also interesting to note that the State legislation in 1915 also provided the capacity for county governments to appropriate funds for their county Extension programs. Collectively, the cooperative funding of federal, state and county governments led to the name "Cooperative Extension”.

CALS has a strong historical, as well as legal, connection with Cooperative Extension (CE) and I fully understand and support this relationship. CE serves the college as the linkage or bridging element between the University of Arizona main campus in Tucson and all parts of Arizona, which is fundamental to the mission of the college. The fact that there is a separate funding line for CE in our state budget simply means that we must exercise fiscal responsibility with respect to the management of these CE state funds, which is also a benefit to CALS. Thus, it needs to be very clear that CE has been and will continue to be a strong and integral part of CALS.

APR APPEALS PROCESS FOR PEER REVIEW SCORES OR COMMENTS:

Extension Agents, if after you receive Peer Review feedback, you disagree with a Peer Review score or comment, you may appeal to the APR Guidance Committee for a review of the score or comment. He is housed in the UA Insect Collection Diagnostics Lab with Gene Hall, Manager of the UA Insect Collection, which is directed by Dr. Wendy Moore.
