In that discussion the Dean summarized the results from the budget reductions that were incurred across the college in FY13. In relation to those comments, the Dean described in brief the budget reductions that were directed towards units among the three major areas of operation in CALS: Academic Programs, Research, and Cooperative Extension (CE). He also indicated that the units in CE had actually taken a lower percentage reduction than units associated with Academic Programs and Research. Based on a number of comments and questions that I have received on this, I’d like to expand upon those points with a few important clarifications.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>It is important to recognize that the state allocated budget for CALS CE is a distinctly separate line item in the state budget that is directed towards the UA, CALS, and then directly to CE. There are several important ramifications from this separate line item on the budget for CE. One important feature to recognize is that whenever a budget reduction is imposed by the legislature or UA higher administration, CALS CE must take a full reduction from its appropriated budget in relation to the determined percentage. <o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>Accordingly, when the FY13 budget reductions were taken from the CE allocation, the full reduction had to be made to the permanent CE allocation. At that time, based on the review of the basic infrastructure and the staff support in the units associated with CALS CE, it was determined that further reductions in FY13, compounded by the previous 10 years of budget reductions, could not be further imposed on those units without serious potential of collapse and the capacity to function. Based on that information, the decision was made by the CALS EC and CE administration to take a reduction in force (RIF), which was mentioned and briefly discussed by the Dean at the 22 August meeting. As a result of this decision, the faculty salaries that were available due to vacancies from retirements and resignations in FY12 were utilized for part of the CE budget reduction in FY13. Accordingly, CALS CE experienced a significant RIF with regard to faculty lines since they were utilized for the budget reduction in FY13 and the units took a lower percentage reduction.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>While it is true that CALS CE units took a lower percentage reduction (5.72%) in relation to other units in CALS, it is very important to understand that CE as an entity within the college took the full brunt of the FY13 budget reductions and had a very significant RIF that has seriously impacted the availability of faculty lines in CE that we’re still experiencing today.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><b><span style='font-family:"Arial","sans-serif"'>GET YOUR TICKETS FOR THE CENTENNIAL CELEBRATION & BBQ:<o:p></o:p></span></b></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>Don't delay!
