In that process I outlined the general situation in CALS Cooperative Extension, the constraints that we’re dealing with, particularly financial, and the need to identify strategically critical program areas for investment in the near and long-term future. Shortly thereafter I initiated a Strategic Hiring Priority Committee (SHPC) to assist in the process of identifying strategically critical priority program areas for investment in Cooperative Extension. The SHPC conducted preliminary work in the spring that was followed by an administrative retreat in May. At this retreat all unit heads (department heads/school directors, county extension directors, and center directors) had an opportunity to discuss and develop further details associated with tools that Extension Administration can utilize in identifying strategically critical priority programs and faculty positions for investment.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>One of the results emanating from this process was a “rubric” that outlines some important criteria for identifying critical faculty positions for program areas and a general method of weighting and evaluating these important criteria. This rubric will serve as a practical tool for identifying and ranking critical priority programs and positions for future hiring plans. Since the retreat in May, the SHPC has worked to further refine the list of criteria and the rubric tool. <o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>This most recent version of the rubric has been sent to CALS unit heads. The date of 1 August was recently identified as a “due date” for Cooperative Extension faculty position proposals. Actually, I consider this as a “start date” as opposed to a “due date.” I see this as the initiation of a process that will be ongoing and subject to revision and further refinement in the future. Furthermore, I want to emphasize the fact that I consider the rubric as a “tool” that the EAT group will use with input from other administrative sources in CALS to evaluate and develop a list of strategically critical priority faculty positions for investment. <o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>I also encourage all unit leaders and units involved in developing position proposals to use the rubric as a writing guide. The rubric’s use as a writing guide can help units address the criteria that will be used in the final decision making process for determining hiring priorities for faculty positions. Thus, the rubric has three basic functions: 1) an open identification of criteria for use in identifying critical programs and faculty positions, 2) a writing guide for the development of position proposals from units, and 3) a tool for use in the administrative review process and the final identification of critical priority positions for investment. <o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>I am confident that the rubric will be subject to further refinement and revision as we move ahead.
