What is the basic purpose? Where will the money go? Who will benefit from these new funds if this proposal is approved? <o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>These are all good questions and among the many along this vein that I have been asked recently, and reasonably so. The purpose of this proposal is to provide CALS Cooperative Extension the capacity to address the pressing needs of Arizona and to positively impact the economic development of the State. This proposal, if funded, will provide the opportunity to build new programs in Family, Consumer, and Health Sciences (FCHS); 4-H youth development; and Agriculture and Natural Resources (ANR). CALS Cooperative Extension is uniquely positioned with a statewide infrastructure to serve in the vital linkage between the university and the public; and it is clearly within the mission, intent, and purpose of Cooperative Extension to pursue this initiative within the context of a modern land-grant institution.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>The best way to review the proposal, as currently structured, is by use of the one page outline provided by the President’s office to the Arizona Board of Regents (ABOR) and that is now under review in the Governor’s office. This outline describes the distribution of the funds in terms of positions, operations, ERE, etc. This summary has been distributed to every sector throughout the college and is available for review on our <a href="https://extension.arizona.edu/sites/extension.arizona.edu/files/resourcefile/resource/scrofts/MainCampusFY2014BudgetRequest.pdf"><span style='color:windowtext'>Employee/Personnel Resources website</span></a>.<i><o:p></o:p></i></span></p><p class=MsoNormal><i><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></i></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>The way the current proposal for this decision package is structured the funds will be distributed in program areas in a balanced, but not necessarily equitable manner, among the FCHS, ANR, and 4-H programs; and also across all sectors of operation in CALS (departments, counties, and centers). The intent is to build new programs to best address the needs of the State. Working with the President’s office and ABOR we also recognize the need to maintain flexibility in the development of the final design of this decision package that will go to the Arizona Legislature in conjunction with the Governor’s office and the legislative body that will take this under review.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>The beneficiaries are intended to be the people of the State of Arizona. Fundamentally, our mission in CALS Cooperative Extension is to deliver objective, science-based education programs from the university to the public and bring science to bear on practical problems. Nutrition education, field trips, and hands-on jobs training will be just some of the activities that take place. Creating a community-oriented urban agriculture space on a previously unoccupied piece of land is both an opportunity and a challenge. It will all be documented. In a 2000 study, 43% of Phoenix's land area was identified as vacant. To begin to change that number, the PHX Renews initiative kicked off at a groundbreaking ceremony with Phoenix Mayor Greg Stanton on Monday, November 19.
