This is driven by two basic points: 1) a limitation of financial resources and 2) an asymmetric pattern of need or demand across the college and state. Thus, the effective application of this approach is heavily dependent upon our ability to make an effective assessment of real need and demand in all areas of operation. <o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>As we move through the review of our strategic plan it is important that this is taken into consideration at the department, center, and county sites of operation. Determining the level of need or demand needs to be coupled with the capacity to develop programs that can be appropriately integrated and delivered. Therefore, we need to recognize the potential partnerships that can be forged with new programs, both within and beyond the college, and the long-term capacity for the programs to be supported and sustained. In addition, these programs must be productive, academically viable, and demonstrate positive economic impact in terms of improved revenues, jobs, and/or social value.<o:p></o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>To state this very directly, it is important to recognize that we will not be developing new positions or programs in the future simply based on historical patterns. For example, if a position is vacated it will not necessarily be replaced in that program area or site of operation (department, county, or center).
